It seems obvious that if Victoria became queen, she could just hand-wave away the law against royalty marrying non-purple fairies, doesn't it?  But that law has stuck around for thousands of years, despite lots of different monarchs, for a reason.  Social changes in law have to be approved by all the purple fairies, and you'd better believe they aren't eager to lose their claim to power by diluting purple bloodlines and calling that okay.  If Victoria tried, they would yank her out instantly.
