Lionel is a little brother -- of course he's snooped into his big sister's things.  Knowing his flagrant disregard for rules and her totally-focused-elsewhere attention span whenever there are swords nearby, he probably does it regularly.  Not that he's been able to figure out how to do any magic himself yet -- if he had, he would have shown it off to his parents already.  And probably every kid at school.  And probably half the teachers.  Lionel loves having attention focused on him!
