Arabella's familiar is one dangerous kitty!  She ordered the cat go on a rampage, and he has no problem following this direction.  The way I see it, witches have something of an empathic bond with their familiars; they can't communicate with words exactly, but a witch can order her familiar to do something, and -- unless the familiar's feeling uncooperative -- get more detailed results than your average pet owner.  This is particularly helpful when a witch needs her familiar to cast a spell.
