Desert clan Gorgons despise the mountain clan.  Mountain clan Gorgons are contemptuous of the desert clan.  Mountain Gorgon society is very tightly regulated -- it's a benign theocracy with extremely strict laws that are logical and fair.  Desert Gorgon society is ruled by dozens of warlords and petty tyrants who fight to crush one another at every opportunity.  By contrast, ocean Gorgon society is anarchic and "live and let live" -- they rarely punish or regulate anything.
