The wizarding school was founded long before translation magic was common or particularly well-crafted, so an Upper Daynian fluency requirement was essential back then.  Nowadays, that isn't quite as crucial, which is one of the main foundations of the non-human section of the school -- very few non-humans speak Upper Daynian, after all.  Still, the clarity of communication is superior without translation magic, so the old fluency requirement, though no longer strictly necessary, is still in force for humans.
