If you'll recall, Charlie is Kuralla's older brother, who is less-than-kind to his younger siblings.  In addition to being a bully, he's very lazy, and likes blackmailing or pressuring his younger siblings to do his chores for him.  (Not that Arabella's ever taken the bait -- technically, Charlie's the oldest, but in practice they're both equally matched.)  He's very good at pressuring people to do what he wants; anytime he makes a bargain, you can be sure he winds up well on top.  Poor Kuralla.
