In case you've forgotten Arabella and Charlie, they're Kuralla's less than likeable older siblings.  Even though Kuralla legally came of age last year (commoners become adults at sixteen; nobles become adults at twenty), she hasn't yet gotten the courage to stand up to either of them.  On top of this, she's spent the last year obeying the Sages' orders, since their strictness is at least benign, so she's very out of practice in standing up for herself.  Unfortunately, she really needs internal strength now.
