One consideration about flying on a dragon's tail would be the unfortunate ease of falling off.  Cecelia is smart and would consider this, especially since her brother's just the kind of person who would accidentally do that.  Of course, Daria will be flying on her own, and Gavin will probably be flying partly on his own and partly on his mommy's tail (after all, his wings are little, and he isn't used to flying far distances by himself).  When we first met him, he had flown mostly by himself and arrived later.
