Actually, I originally had a completely differently solution to Albert's lycanthropy planned -- I was going to have Jenny get turned into a werewolf, too!  (Believe it or not, that's what this strip was originally building up to.)  But it didn't take me long to realize that that wouldn't be in character for Felincia, and it didn't really fit Albert or Jenny, either.  Then I realized that there would, of course, be political implications to Albert being a werewolf, which made the pendant not a permanent solution.
