Counselor Tranin isn't the kind of person who would start causing trouble only after discovering to use the Oracle . . . I imagine she's been an irritation for Queen Tilia for many years now.  Being nobility, Queen Tilia could hardly kick her out of the court, though she's obviously incompetent in her duties, and nothing but an annoyance for everyone around her.  Well, what else do you expect, when politics are involved?  There are people like Counselor Tranin everywhere, after all.
