Aylia has probably met Counselor Tranin before, but I doubt she's had any reason to care about her.  There are lots of counselors in the court, after all; one ambitious, semi-competent counselor would not have meant much to Aylia before.  However, Counselor Tranin would be thrilled to find a conduit to more power -- hence the reason she's made the Oracle her responsibility -- so she's now become a semi-important figure in the court.  Which has made her more arrogant than ever . . .
